There are 3 Places for the Underground Disco Entrance. (At least the ones that I know of xS)

 1 = Sludge Street

2 = Oh La La Lane

3 = Monstro City

Go inside one of them and find Le Oar.

Go back to Monstro City and give it to Raarghly.

(There can be different people xO)

Talk To The Person (In my case its Buster Bumblechops xP)

(Dont say 'Maybe Later' Because you will regret that.... xJ)

So, the Goggles are located near the Bridge.
